Can i use compact powder without using foundation?

m 20.i live in india.my skin is oily.its fairer than wheatish skin.my college working hours is frm 8 am-5 pm. it goes dull with the time.i mean starting 1 hour it looks nice.thn it starts getting dull.can i use compact powder daily jus after washing my face n moisturizing it?will it harm my skin?Can i use compact powder without using foundation?

use compact powder only after putting some tonic on your face it helps better without foundation
